The Situtation: You receive the tmux error below during the installation of C9 on your own linux host. In my case, it was in a Unbuntu 20.04 Synology Docker container.
tmux: need UTF-8 locale (LC_CTYPE) but have ANSI_X3.4-1968
Installed tmux does not appear to work:

# apt-get install locale
# vi /etc/local-gen
uncomment: en_US.UTF-8 UTF-8
# locale-gen
The Results: You're ready to re-run the AWS Cloud9 Installation script and get past this error.
